Alla vigilia dell'8 settembre del 1943 il brigadiere dei carabinieri Umberto Petroni riceve l'incarico di scortare un truffatore, Raoul Nuvolini, fino a Venezia. Il viaggio sembra una formalita', tanto che ai due decide di unirsi Luisa, fidanzata di Umberto, che da anni sogna un viaggio romantico.
